Not all canine-friendly residents are happy about stepped-up enforcement of leash laws.” I count myself among the unhappy residents subjected to belligerent behavior by an animal control officer. On the morning of Sept. 4, walking on the Cross Town Trail with my 14-year-old arthritic dog, I was approached by an officer and treated with immediate hostility, including threats of citation for walking without identification. I was treated as if under arrest, and told I could not leave without the officer's permission.
